Chapter 1. General Provisions Article 1. Scope of application of the present law The present law shall establish legal and economic grounds for the pursuit of activities by means of electronic communications networks and facilities in the territory of Georgia as well as principles for the development and regulation of competitive environment in this sector, define the functions of an independent national regulatory authority (the Georgian National Communications Commission), specify the rights and obligations of natural persons and legal entities owning, using or providing services by means of electronic communications networks and facilities.
